Marquis Who’s Who honors Geoffrey C. Rudolf for his leadership in education. Having devoted more than two decades to advocating for students with disabilities, Mr. Rudolf is a paraeducator with Baltimore City Public Schools. In this capacity, he continually strives to discover better ways to serve students, staff and families.
Early Challenges to Overcoming Discrimination
Mr. Rudolf’s early experience informed a career defined by perseverance. He began working in retail while still in high school. However, he had to overcome discriminatory hiring practices to secure a position. Despite facing workplace bias related to disability and race, he persisted.
Following a management change, Mr. Rudolf advanced to multiple promotions and ultimately served as a customer service manager. An offer to relocate for an associate manager role followed. “I was still in high school, so I turned it down,” he said.
Support for Students with Disabilities
Since 2007, Mr. Rudolf has served as a classroom paraeducator with Baltimore City Public Schools. He supports students with disabilities by assisting with personal hygiene, feeding, mobility and communication, including collaborating on physical and occupational therapy activities and developing individualized educational materials, attendance and behavior records.
In 2019, Mr. Rudolf assumed the role of a highly qualified paraeducator, through which he mentored colleagues and supported students’ academic and personal growth. Earlier in his career, he worked as a subcontractor for Baltimore City Schools at a help desk, assisting Baltimore city school staff with students with disabilities on various platforms. He tracked individualized education programs (IEPs) and, later in his career, attendance and behavior records.
After a departmental restructuring, Mr. Rudolf became a full-time technical support professional in the individualized education programs office. The work involved maintaining legal documentation for two schools. During this period, he contributed to one school’s successful exit from select sections of the consent decree ahead of others in the district.
Education, Mentorship and Community Engagement
In 2019, Mr. Rudolf earned an Associate of Arts in business administration. A year later, he received an Associate of Science in business management from the Community College of Baltimore County. He is pursuing a Bachelor of Business Administration at Western Governors University and plans to complete a master’s degree in special education.
As an educator, Mr. Rudolf emphasizes effective teaching methods. “I believe in teaching children how to ask questions, find information themselves and how to think critically,” he said. In his view, combining traditional paper-based, hands-on, interactive instruction with computers offers students the best opportunity to succeed.
Belief in Everyone’s Unique Value
Born in Baltimore, Mr. Rudolf comes from a family with strong ties to education. His grandmother led the English department at Frostburg University and his mother served in Baltimore City Schools as a special educator, IEP chair and specialist. Having a brother with disabilities further influenced his career direction.
Over the course of Mr. Rudolf’s career, he is most proud of the students who, previously labeled nonverbal, later graduated, gained employment and maintained communication with him. Overcoming his own disabilities, he has also become a source of guidance for professionals seeking perspective.
In the coming years, Mr. Rudolf aims to advance into a specialist role at North Avenue headquarters within Baltimore City Public Schools. His goal is to broaden his advocacy for students with disabilities across the district. “The main thing I care about is believing that everyone has value and you just need to take time to discover what it is and learn the way people communicate,” he said.
